How Virginia’s New AI Cameras Now Catch Drivers Running Stop Signs
Drivers in parts of Virginia are now getting caught on camera for rolling through stop signs and blocking crosswalks, thanks to a new law that took effect July 1. Senate Bill 84 lets local governments install AI-powered cameras that watch intersections around the clock and automatically flag violations for police review. Some drivers have already picked up tickets in the law’s first weeks, and a handful say the system got it wrong.
What SB84 Actually Allows
Governor Abigail Spanberger signed SB84 into law earlier this year, and it took effect on July 1. The law permits local governments to place cameras made by Obvio, a traffic-safety technology company, at intersections to catch drivers who blow through stop signs or block crosswalks. The cameras run continuously and use artificial intelligence to flag a possible violation, but a human reviewer still has to approve any citation before it goes out.
Obvio’s technology works differently from older red-light and speed cameras. Footage stays on the device itself rather than streaming to a server, and it only gets uploaded for review if the system flags a possible violation. The company’s leadership says that design choice addresses the biggest fear people raise about camera enforcement: constant recording of every car that passes, whether or not a driver breaks a rule.
Early Tickets, Early Complaints
Local governments choose whether to adopt the program at all and where to place any cameras, so coverage varies by city and county. In Norfolk, one driver told WAVY-TV that she received multiple citations and had to submit a written statement contesting them. The company withdrew three of her tickets after review. She told the outlet the process was frustrating but left her convinced that drivers need to slow down and pay closer attention at stop signs and crosswalks, camera dispute aside.
Obvio points to results from Maryland, where the company says violations at monitored intersections dropped nearly 70 percent within four months of installation. Supporters argue that kind of drop in violations is worth a few contested tickets in the early weeks, especially around school zones and busy pedestrian corridors where a rolling stop can turn deadly in an instant.
Who Pays and How the Money Gets Used
The program is designed to be funded entirely through citation revenue rather than taxpayer dollars, which is part of why the law appealed to budget-conscious local councils. Under SB84, any money collected beyond what covers the cost of running the cameras has to be redirected to traffic-safety initiatives, such as crosswalk upgrades, signage or additional enforcement in high-risk areas. That structure mirrors how Virginia already handles its separate speed-camera program in designated “safety red zones,” created under a companion bill, HB994, which lets local governments issue civil penalties of up to $100 to drivers caught going at least 10 mph over the limit in high-risk pedestrian corridors.
Citations issued through the AI stop-sign and crosswalk cameras are civil penalties rather than criminal charges, meaning they typically will not add points to a driver’s license or affect insurance rates the way an officer-issued ticket would. The law also requires clear signage warning drivers that a location uses automated enforcement, and it caps how aggressively local governments can expand the program.
How This Fits Into a Bigger National Shift
Automated traffic enforcement has been expanding across the country for years, but most existing systems focus on speeding or running red lights at signalized intersections. Stop sign and crosswalk violations have historically been harder to enforce automatically. Older camera systems struggle to reliably tell the difference between a driver who rolled through a stop sign at low speed and one who came to a complete stop but simply looked like they did not, based on the angle of the footage. AI-based systems like Obvio’s are designed to close that gap by analyzing the full sequence of a vehicle’s approach and stop, rather than relying on a single triggered photo.
That technical improvement has not settled the political debate. Civil liberties advocates continue to raise concerns about expanding automated surveillance of public roads, even when footage is deleted for non-violations, and some lawmakers worry that private companies profiting from citation volume creates an incentive to flag borderline cases rather than let them go. Virginia’s law tries to address that concern by requiring human review before any citation is issued and by capping how revenue beyond operating costs can be spent, but critics argue the underlying incentive structure remains unchanged regardless of the safeguards written into the statute.
What to Do If You Get a Citation
Drivers who receive a citation from one of the new cameras have the right to review the footage that triggered it and submit a written appeal if they believe the system got it wrong. Obvio only uploads footage tied to a flagged violation, so drivers requesting a review should be able to see the exact clip in question rather than a vague description of the incident. Keeping a dated copy of any appeal and following up if a case drags on for weeks is a reasonable precaution. Local governments and the company are still working through their first wave of contested tickets, and response times can vary.
Coming to a complete stop at every stop sign for at least a full second and never entering a crosswalk while a pedestrian has the right of way remain the surest ways to avoid a citation altogether, camera or no camera.
Where the Cameras Are Headed Next
Virginia is not alone in testing AI-driven traffic enforcement. Similar systems have started appearing in other states, and lawmakers in Massachusetts have proposed legislation that would let cities and towns install comparable cameras to catch red-light running and illegal turns. Virginia’s law leaves adoption up to individual localities rather than mandating it statewide, so drivers should expect a patchwork rollout for at least the next year, with denser coverage in cities that have prioritized pedestrian safety and little to no coverage in areas that have not opted in.
Local transportation officials say they plan to review citation and violation data after the first full year of enforcement to decide whether to expand camera placements or adjust how the program is funded.
For now, drivers passing through Virginia’s cities should assume any marked intersection could be watched, treat every stop sign the same way regardless of how quiet the street looks, and watch for the warning signage the law requires local governments to post before flipping a camera on.
The Cost Question for Local Governments
One reason SB84 moved through the General Assembly with relatively broad support is that it shifts the financial risk away from taxpayers. Obvio and companies like it typically install and maintain the cameras at their own expense in exchange for a cut of citation revenue, which lets a small town or county add automated enforcement without a line item in its annual budget. That arrangement has helped similar programs spread quickly in other states, including Maryland, without the years-long procurement fights that can slow down a traditional red-light camera rollout paid for upfront by a city.
Norfolk, Virginia Beach and a handful of Hampton Roads localities have moved first, and other Virginia cities are watching those early results closely before deciding whether to bring the cameras to their own intersections. A council that sees a sharp drop in violations and a manageable rate of contested tickets will have an easy case to make for expansion. A council that sees a wave of driver complaints could take a more cautious approach, regardless of what the citation and revenue numbers show.
