What Euro 7 Means for Every New Car Buyer From November and Why It Could Cost You More
New cars sold in the UK are about to face their most significant change to emissions standards in years. From 29 November 2026, new vehicle models submitted for type approval must comply with Euro 7, the latest set of rules governing the gases and particles that vehicles can produce. By November 2027, every new car on sale in Britain must meet the standard. For used car buyers, existing car owners and everyone currently on the road, nothing changes. But for those planning to buy a new vehicle in the next twelve months, understanding what Euro 7 introduces helps explain what is coming and why some new cars may cost slightly more.
A Brief History of Emissions Standards
The Euro emissions standards system began with Euro 1 in 1992 and has progressively tightened the limits on what a new vehicle can emit. Each stage has targeted the pollutants most harmful to human health and the environment: nitrogen oxides (NOx), particulate matter (PM), carbon monoxide (CO) and various hydrocarbons. Euro 2 followed in 1997, Euro 3 in 2001, Euro 4 in 2006, Euro 5 in 2010 and Euro 6 in 2015. The current standard for most new cars in the UK is Euro 6d, the most recent variant of the Euro 6 family, which introduced real-world driving emissions testing to close the gap between laboratory results and actual on-road performance.
Euro 7 builds on Euro 6d in several ways. Some of the changes tighten existing limits on the gases that petrol and diesel engines produce. Others are genuinely new additions that have never been part of the European standards framework before. The most significant new element is the inclusion of brake and tyre particle emissions for the first time.
Brake and Tyre Particles: A First for Emissions Standards
Previous emissions standards have focused almost entirely on what comes out of the exhaust pipe: the combustion products of burning fuel. Euro 7 extends the scope of regulation to include the tiny particles shed from brake pads and discs during braking, and from tyres during normal driving. These particles are not combustion products. They exist regardless of whether a vehicle has a petrol, diesel, hybrid or purely electric powertrain.
This is significant because it means that the shift to electric vehicles, while it eliminates exhaust emissions entirely, does not eliminate all vehicle-related particulate pollution. An electric car still produces brake particles and tyre particles every time it decelerates or turns. Brake particles from EVs can actually be lower than from conventional cars in normal driving because regenerative braking recovers energy through the motor rather than using friction brakes, but tyre particles are broadly similar across all vehicle types because they result from the mechanical contact between rubber and road surface rather than from the powertrain.
Under Euro 7, new vehicles must meet limits on the mass and number of brake particles produced per kilometre. The measurement protocols for tyre particles are still being finalised, and the full tyre particle limits will be phased in over a longer timeline. But the inclusion of both in the framework represents a recognition that vehicle-related air quality is a broader issue than exhaust pipe pollution alone.
What Changes for Conventional Engine Emissions
For petrol and diesel engines, Euro 7 introduces tighter limits on several pollutants. NOx limits for petrol engines are set to fall considerably from Euro 6d levels. Particulate matter limits will also be reduced, including a new requirement to count the number of particles rather than just measuring their total mass, which is more effective at capturing the smallest and most harmful ultra-fine particles.
The tests themselves also become more demanding. Euro 6d introduced real-world driving emissions testing alongside the laboratory test cycle, requiring manufacturers to demonstrate that vehicles perform to standard in actual on-road conditions rather than only in controlled lab environments. Euro 7 expands the scope of real-world testing, including testing across a wider range of temperatures and driving conditions, and introducing requirements for pollutant monitoring across the full useful life of the vehicle rather than just at initial approval.
This last point means that a vehicle’s emission control systems must continue to function correctly over a longer period and higher mileage than current standards require. Manufacturers will need to design and build components that are more durable, or that can be serviced in ways that maintain their effectiveness over time.
Stricter Battery Rules for Electric Vehicles
Euro 7 introduces the first harmonised battery durability requirements for electric vehicles to be included in type approval standards. Under the new rules, EV batteries must retain a minimum proportion of their original energy capacity after defined periods of use. The exact thresholds reflect the need for an EV’s real-world range to remain predictable and useful throughout what is considered the vehicle’s normal service life.
This matters for buyers of new electric cars because it creates a legal baseline for how quickly the battery can degrade before the manufacturer is considered not to have met the standard. It also provides a framework for regulators and trading standards bodies to act if manufacturers are found to have misrepresented the battery durability of vehicles they sell.
For existing EV owners, these rules do not apply retrospectively. Vehicles already on the road are type-approved under whichever standard was in force when they were first sold and are not subject to the new durability requirements.
On-Board Monitoring Throughout the Vehicle’s Life
One of the more significant structural changes in Euro 7 is the requirement for advanced on-board monitoring systems, known as OBD3 (On-Board Diagnostics 3). These systems continuously monitor the performance of emission control components throughout the vehicle’s operating life and flag deterioration before it reaches a level that would cause the vehicle to fail an emissions test.
Under current standards, on-board diagnostics primarily alert the driver when a component has already failed or degraded to the point of failure. OBD3 goes further, tracking trends in component performance and identifying early deterioration. The data from these systems can also be checked during periodic technical inspections, including the MOT, giving testers a more complete picture of the vehicle’s emissions history rather than just a snapshot taken on the day of the test.
Does Euro 7 Affect Existing Cars or Used Car Buyers?
No. Euro 7 applies only to the type approval of new vehicle models, and subsequently to all new vehicles sold. It has no effect on vehicles already registered and on the road, regardless of which Euro standard they were approved under. A Euro 4 car from 2007, a Euro 6 car from 2018, and a Euro 6d car from last year are all equally unaffected by the introduction of Euro 7. Their approval was granted under the standards in force at the time, and those approvals are not retrospectively changed.
Used car buyers will find the market for Euro 6 and Euro 6d cars unaffected by Euro 7. There is no plan to restrict older vehicles from the road on the basis of their Euro classification at the national level in England, Wales or Scotland, though local clean air zones continue to use Euro classification as one of the criteria for determining whether a vehicle pays a charge.
What Euro 7 Could Mean for New Car Prices
The automotive industry has been vocal about the cost implications of Euro 7. During the development of the standard at European level, manufacturers argued that some of the more ambitious proposals would add hundreds of pounds to the cost of a typical car. The final standard, adopted after extensive negotiations, is generally considered less demanding than the original proposals in some areas, but it still requires investment in new components, longer-duration testing and more complex on-board monitoring systems.
Estimates of the impact on new car prices vary. Industry analysts have suggested figures ranging from around £100 to £500 per vehicle depending on the powertrain type and how much development work is required to bring specific models into compliance. Electric vehicles may face lower incremental costs for exhaust-related changes but higher costs related to battery durability testing and brake particle compliance work. The actual impact on retail prices will depend on how much of the compliance cost manufacturers absorb versus pass on to buyers.
The RAC has noted that any increase in new car prices, however modest, has knock-on effects across the market. New car prices influence the values of used cars, which is where the majority of British buyers make their purchase. A rise in new car costs tends to push up the price of equivalent used models over time as the gap between new and used narrows.
The Timeline for UK Adoption
The UK is adopting Euro 7 through the GB type approval framework, which was established after Brexit to allow Great Britain to set its own vehicle standards independently of the EU system. In practice, the UK has aligned its adoption timeline closely with the EU’s. New vehicle models must meet Euro 7 from 29 November 2026. All new cars on sale in Great Britain must comply by November 2027. For heavier vehicles, vans and trucks the deadline is later, with full compliance required from May 2028 for new models and November 2028 for all new vehicles.
Northern Ireland operates under different arrangements and continues to follow EU type approval rules directly, meaning Euro 7 compliance timelines there mirror the EU’s schedule rather than Great Britain’s.
For car buyers, the practical implication is that vehicles bought as new from a UK dealer after November 2027 will all meet Euro 7 as a minimum. Between now and then, some models reaching dealers may be Euro 6d compliant new vehicles cleared before the changeover. Buyers who want to confirm whether a specific model they are considering meets Euro 7 should ask the dealer directly or check the manufacturer’s website, where type approval details are typically listed.
