Tesla Recalls 20,349 Model 3 and Model Y Cars Over Illegally Bright Headlights

Tesla is recalling 20,349 Model 3 and Model Y vehicles over headlights that shine brighter than federal law allows, and unlike most Tesla recalls of recent years, this one cannot be fixed by sending out a software update.

The recall, filed with the National Highway Traffic Safety Administration under campaign number 26V507, covers 18,735 Model Y crossovers built between 2020 and 2023 and 1,614 Model 3 sedans from the 2017 to 2023 model years. Affected cars carry one of two specific headlamp assemblies, supplied by Marelli Automotive Lighting, that produce low-beam light far in excess of the federal limit.

How Far Over the Limit the Headlights Actually Are

Federal safety standards cap low-beam headlight output at 125 candela in the outer upper zones of the beam pattern, a limit designed to keep headlights bright enough to illuminate the road without blinding drivers coming the other way. Testing on the affected Tesla headlights found output as high as 230.1 candela, nearly double what regulations allow.

The issue was first flagged in 2023, when a Canadian testing lab found the headlights out of spec in a routine evaluation. Tesla verified the same result internally, but rather than issuing a broad recall right away, the automaker asked NHTSA for permission to limit the fix to a small subset of affected cars. Tesla argued that the excess brightness had not caused any crashes or injuries, pointing to just three warranty claims and one field report tied to the headlights.

A candela is a unit of luminous intensity, a measure of how much light a source throws in a specific direction rather than in total. Federal Motor Vehicle Safety Standard 108 sets maximum candela limits in specific measured zones of a headlight’s beam pattern precisely to prevent oncoming drivers from being blinded, even as headlights are engineered to throw enough light down the road ahead for the driver behind the wheel. A reading of 230.1 candela in a zone capped at 125 candela is not a marginal overage. It represents light intensity at nearly double the legal ceiling in that portion of the beam, which explains why regulators treated Tesla’s request for a narrower fix as insufficient.

Why NHTSA Denied Tesla’s Request

NHTSA rejected that petition in July, forcing Tesla into the full recall it had tried to avoid. The agency’s authority to deny a manufacturer’s request and compel a complete recall is significant. Automakers routinely seek exemptions or narrower fixes when a defect appears limited in scope, and NHTSA’s decision here signals the agency was not persuaded that a partial fix would adequately address the safety issue across all 20,349 affected vehicles.

The excess brightness is a hardware problem built into the headlamp assembly itself, so Tesla cannot resolve it with an over-the-air software push, the fix that has closed out several of the company’s largest recalls in recent years, including a 2024 campaign covering more than a million vehicles over dashboard font sizes. Tesla will instead need to replace the physical headlamp units on every affected car, at its own cost.

Headlight Glare Is the Most Common Complaint NHTSA Receives

Excessive headlight brightness sits at the center of a broader consumer debate that has intensified as LED headlights have replaced halogen bulbs across the industry. NHTSA has said headlights generate more owner complaints than any other vehicle topic, and modern LED units shine at least four times brighter than the halogen bulbs they replaced while emitting more blue-wavelength light, which drivers report as more uncomfortable to look at directly.

Research from the Insurance Institute for Highway Safety adds nuance to that debate. The organization’s analysis of crash data from 11 states between 2015 and 2023 found that glare was cited as a contributing factor in only one or two out of every 1,000 nighttime crashes, and that share has barely moved over the past decade even as complaints have piled up. IIHS still rates headlights in part on how much glare they produce for oncoming drivers, a factor that has pushed automakers to pay closer attention to headlight aim and output in recent model years.

Part of the frustration drivers describe traces back to the shift from halogen bulbs to LED headlights over the past decade. LED units produce light with a higher concentration of blue wavelengths than the yellowish halogen bulbs they replaced, and researchers have found that people report more visual discomfort when looking directly at that bluer light, even when the total light output is comparable. That perception gap, combined with brighter LED output across the industry, has made headlight glare one of the most frequently cited consumer complaints NHTSA tracks. This particular recall traces to a documented violation of a hard legal limit, confirmed through lab testing, and not a subjective glare complaint.

What Affected Owners Should Do

Tesla notified its sales and service locations about the recall last week, and the company is required to mail notification letters to registered owners of affected vehicles by September 15, 2026. Owners do not need to wait for that letter to check their status. Entering a vehicle’s VIN at NHTSA.gov/recalls will confirm whether a specific car is covered under campaign 26V507, and owners can also call the NHTSA Vehicle Safety Hotline at 1-888-327-4236 with questions about the recall or the timeline for repairs.

Once notified, owners should schedule an appointment with a Tesla service center to have the headlamp assembly replaced. The fix requires physical parts rather than a software patch, so owners should expect the process to take longer than a typical Tesla recall visit and should ask their service center directly about parts availability before scheduling. The repair, including parts and labor, is free of charge to owners regardless of the vehicle’s warranty status, as NHTSA safety recalls are covered by the manufacturer by law.

Why This Recall Stands Apart From Tesla’s Usual Pattern

Tesla has built a reputation for resolving vehicle defects through remote software updates, a capability few legacy automakers can match at the same scale. That reputation has occasionally drawn criticism that some of Tesla’s “recalls” barely register as real-world inconveniences for owners, as a fix can be pushed overnight without a single dealership visit. The 2024 recall covering more than a million vehicles over dashboard text size, resolved entirely through a software update, is often cited as the clearest example of that pattern.

This headlight recall breaks from that script entirely. Every one of the 20,349 affected owners will need to bring a vehicle in for physical work, and Tesla will need to source and install tens of thousands of headlamp assemblies rather than simply pushing code to its fleet. That distinction changes what owners should expect: parts logistics and service center capacity, not a remote deployment schedule, will determine how fast this recall actually closes out.
